Usually men say it first.
But whether they always really mean it, well, that's another matter.
From my experience and what I heard. I just like to get to know the guy a lot more first until I´m ready to say something big like that.
I've always said it first.
I think it is probably men but I'm not 100% sure I could say.
Who knows? different people, different view. I cannot define this based on one's gender.
I think it's interesting that everyone here is saying "men". From the people I know, the guys are usually reluctant to say it and the girls are the first to say it.
I'm guessing girls. We are all emotional and all that crap
....as if it was a bad ting, huh? ladies are respectable and unique human beings!

it's more often than not been the Guys who say "I Love you"
I've never uttered those 3 words to a Lover , until they were said to me , even if it I felt the same.
