Some areas probably should never be built at all, others with a very low density of homes. Sometimes, fire suppression leads to buildup of natural detritus; tinder-dry over decades, so that when a fire does finally break through the suppression methods, the destruction is far worse.
As you already know I am cynical about life in general right now, but I see here the likelihood that the push to make money by building homes in unsafe conditions has taken priority over the safety of those who live there.
