Mainly because Germany has said they are welcome there. Germany is still trying to paint themselves differently after WW2.

Western Europe is developed than Eastern Europe and gives employment opportunities. Some of the Arab countries and Afghan is under war, they go to developed countries for better lives.
For the same reasons that millions of Central and South Americans go to the U.S.
