I honestly don't know the answer. But, I did try an experiment many years ago by counting how many licks it took me to get to the center. I don't remember the exact number, but I think I lost count somewhere past 1,000 or 1,100. I'm guessing it was around 1,200 or so, but I don't remember.

A group of junior high students at Swathmore Junior High School used human lickers, reporting an average of 144 licks to reach the center of a Tootsie Pop.
But, of course it all depends on a variety of factors such as the size of your mouth, the amount of saliva, etc.
