What's wrong with it? Then again, Facebook is so strict and anal about what can and cannot be posted. That said, this picture may not be best for Facebook, but Twitter might be more tolerable for it.
I would never look at a photo and think "Yup! That SHOULD be on Facebook." So it's more likely I would say something shouldn't be on Facebook than on it. Personally, I hope that parent (God, hope it's the parent) understood that there are creeps on the internet and should know all the responsibility needed for any photo.
