Obviously, if said Muslims are legal citizens of the US, then it does, and by extension, any Muslim non-citizen legally residing in the US.

"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside...."

It just as obviously should NOT apply to the 1.5 billion Muslims who are not citizens, and who do not legally reside in the US.
