I will opine that John Kerry is smarter.

His grades at Yale were slightly lower than Bush's, something Kerry tried to keep secret during the election campaign. Both had "gentleman's Cs," 76 and 77 numerically.

Truth be told, neither one of them should have qualified for entrance to Yale, except for their families' money.
