Provided that they are kind, or, at least, respectful.

And when you see people looking at you with a friendly smile, isn't it normal to smile back and to greet back, when you are being greeted?

People strike up conversations with me all the time. 

One Woman before Xmas in a shop wanted to take my Courtney home with her 

*said She was Sassy but Lovely with it*  and I said 

"give it a week Love and you'll be begging for me to take her back"   hahaha   it made her giggle

I think we were talking for about 10 mins and then C wanted to get to HMV , so we said "goodbye"

Well, it depends who they are and what the conversation they're starting is about.  If it's something I'm interested in talking about, sure.  If not, then no.
