"PHOENIX — Sheriff Joe Arpaio, who made a name for himself as an unapologetic pursuer of unauthorized immigrants, was found in contempt of court here on Friday for willfully violating an order requiring his deputies to stop detaining Latinos based solely on the suspicion that they were in the country illegally." (emphasis added)

So His Honor is requiring that the people in question be suspected of a violation in addition to being here illegally, before Arpaio or his deputies can take any action against them.

To slightly paraphrase Dickens, "Your Honor, if that is what the law says, then the law is an ass, sir, an idiot."

He did wrong and the Federal Government is going to make sure that justice is served.
