Can Trump really built a wall and make Mexico to pay for it?

I'm pretty certain that he has already spoke with the Mexican President about this and I highly doubt there will be any war with Mexico. But something has to be done about the borders as they are too open for terrorists to cross and enter the U.S. If nothing is done to secure the borders? A suitcase Nuke or dirty bomb will eventually get across. Mexico can't pay for something that it doesn't have the money for.
