I found that some historians work as consultants for media, game programming, artists, websites, NGO etc. It seems that historical consulting is developed in the USA.

I think your answer needs a bit more grounding perhaps?  You didn't elaborate as to genre or historical period to name a few.  What is your area and level of expertise if I could ask?

The reason I pose the question is that at one point I worked occasionally in period historical film.  The consultants they hired were well grounded historians and authors with degrees and published books to their credit.  I can tell you right off the bat that you'll want to have been established if you're fascinated on the film level.  As we both know, the internet is your greatest asset and those jobs are there, but you must ask the right question.

I finished basic history studies and masyer studies for teachers. I have no published books. I learnt Serbian and European history.

So, this would sound like you are new then.  I'm not an expert by any stretch of the imagination, but what I would tell you, is that, at this point at least, that you look toward European opportunities.  Most states, though I'm not sure a "state" is the right term to use, not being versed in countries within the EU, but by comparison, states within the U.S. have a film commission of some sort, and my sense is that, in Europe, the same thing exists.  I don't think think there's a film or history office that doesn't exist in one form or another across most countries.  Perhaps tracking that down will become part of your pilgrimage to a goal.  In the U.S. it's euphemistically referred to as "paying your dues."

I suppose, as in life, we all pay that toll in one form or another
