As is so typical of politicians, Parliament only acted when the stink reached Westminster and affected them directly and personally. Then, of course, the action was swift.
Reminds me of certain mayors in the US who de-fund the police... all except for the contingents that protect City Hall and the mayors' residences, naturally.
