Unfortunately, I could not follow much of the news while in hospital, and without Internet - I am, somehow, surprised, but it is true that nurses, qualified caregivers, general practicioners and emergency physicians are often underpaid, too few, and working under extreme conditions (also here, in spite of their engagement, the caregiving personnel and assistants are facing very demanding working conditions).
Maybe that the well paid Canadian specialists did realise that such circumstances are harming the whole health sector.
Additionally, organisations like "Médecins sans frontières" (Doctors Without Borders), the Red Cross, etc., were created to help!
